Congress continues its fast-moving fiscal year (FY) 2025 budget reconciliation process, which includes multiple devastating Medicaid cuts. Late Sunday night, the reconciliation package moved to the next step, which is consideration by the House Rules Committee. It will begin at 1:00 a.m. ET on Wednesday, May 21, with a final passage vote expected on Thursday, May 22. Negotiations continue between Speaker Johnson and the two wings of his caucus, so we may see changes to the package in the coming days.

Families USA has put together a helpful summary of all the Medicaid and ACA provisions. NFPRHA has made available advocacy resources on the importance of Medicaid for access to family planning and sexual healthcare.
The Medicaid provisions include, but are not limited to:
- Requiring that states impose work reporting requirements for the Medicaid expansion population;
- Reducing the FMAP by 10% for states that have used their own funds to cover undocumented immigrants;
- Banning coverage of gender affirming care for minors in Medicaid and prohibiting states from including gender affirming care as an essential health benefit for ACA Marketplace plans;
- Prohibiting Planned Parenthood from participating in Medicaid for 10 years;
- Requiring cost-sharing for individuals in the Medicaid expansion; and,
- Capping state and local provider taxes used to help finance Medicaid at current levels.
According to the Congressional Budget Office, the bill would result in $625 billion in savings, but would result in a total of 13.7 million people losing health insurance. Additionally, preliminary estimates show that the prohibition of Planned Parenthood participation in Medicaid would cost the federal government $300 million.
